This course currently uses the 2003-2007 negotiated agreement for reference. When the new 2007-2011 agreement is available the course will be reviewed for needed changes.

Overview/Description

An understanding of the labor-management environment and appropriate use of the contract helps supervisors and CSEA representatives work more effectively to prevent grievances.  This course offers case studies to build on the knowledge and skills you will gain in the first four lessons.  In addition, you will use the contract and other forums to resolve hypothetical issues in the workplace.  You will be able to discuss your questions with classmates on a discussion board and e-mail your instructors for additional subject matter expertise.   

Target Audience

Members of management, CSEA activists (such as local presidents), and supervisors of one or more CSEA-represented NYS employees who need to be informed about the details of the contract.

Importance of the Contract

• Recognize important labor laws
• Identify the purpose of the contract
• Explain why labor and management should use the contract

Organization of the Contract

• Describe the structure and organization of the contract
• State the content of certain key articles regarding the terms and conditions of employment

Use of the Contract

• State when to apply the contract in resolving issues in the workplace
• Identify forums that may be used to resolve issues

Contract Language

• Explain why the contract is written in the manner it is
• Define key words and phrases used in the contract
• Describe the implications of judgment words used in the contract
