1. Co-chairs set a deadline to exchange agenda items.

2. Co-chairs and committee members identify agenda items.

3. Co-chairs and committee members review, research, and prioritize proposed     agenda items with their respective teams.

4. Co-chairs exchange proposed agendas, including old business and new business.

5. Co-chairs distribute the final agenda to all labor-management committee members.

6. Union and management teams prepare to present their agenda items to the     meeting and prepare to respond and discuss the issues brought to the table by the     other side.
