Computer Ergonomics Ergonomics is the practice of designing machines and environments to accommodate the user that ultimately yields gains in worker well being and productivity.

Since 1987, public employee unions have been engaged with management in labor-management forums to address the safety and health issues related to the ergonomics of computer and video display terminal (VDT) use.

Executive Chamber Memo 12, issued in 1987, was the first statewide guidance document for all state departments and agencies to use in addressing VDT operations related to operator comfort. Today, many more employees are using computers on a regular basis. Significant advances have been made in hardware and additional research into ergonomics has brought new information to the forefront.

Individual posture and proper use of equipment , along with rest breaks and exercise, are as important as hardware.

Updated guidelines released in June 2005, titled Recommendations for an Agency Policy on Computer Workstation Ergonomics, offer guidance for agencies in issuing a policy or practice statement, or comparing and updating existing agency statements on computer ergonomics.

The guidelines are not intended to replace agency policies on the subject but to augment or aid in the issuance or re-issuance of computer ergonomics policies. The guidelines have been sent to NYS agency human resources managers and CSEA leaders.

Agency managers should carefully review and evaluate the information in the guidelines for how employee injuries and illnesses can be minimized, thus minimizing worker compensation claims. For example, an updated policy on computer work station ergonomics promulgated at the NYS Workers’ Compensation Board has helped produce positive results.

For information about an available CD on the Recommendations for an Agency Policy on Computer Workstation Ergonomics, contact the Partnership at (518) 486-7814 or areas outside the Capital Region call 800-253-4332, or safety@nyscseapartnership.org.
